The Weekend Desk Report

By Steve Rhodes

“DuPage County Tuesday became the first county in the state to ban recreational marijuana dispensaries,” the Tribune-owned Naperville Sun reports.
However, board members also voted 12-6 to approve a 3% county sales tax on the sale of recreational marijuana in municipalities within DuPage County.

We’re not going to allow it, but for those who do we want our cut!

“The decision to opt out of retail marijuana sales in unincorporated areas was supported by applause from several residents, including many from Naperville’s ‘Opt Out’ group. Ban supporters noted several communities in DuPage County also approved the ban, including Naperville, Lisle, Wheaton, Elmhurst, Downers Grove and Bolingbrook, and five others are considering opting out.
“The board’s action makes DuPage the first county in Illinois to not to allow recreational pot sales, county spokesman Evan Shields said.”
*
“DuPage County Board members in favor of opting out Tuesday noted that marijuana remains an illegal drug at the federal level and pointed to various studies showing an increase in addiction and the number of youths using marijuana in states where it has been legalized.
“Others pointed to a recent Colorado study showing that the money generated through taxing the sale of recreational marijuana does not cover the costs associated with law enforcement or treatment efforts related to marijuana.”
Yeah, the Tribune-Sun shouldn’t be endorsing these studies in its news columns, especially without linking to them and providing the rebuttals and studies showing the opposite. I don’t want to pick on the freelance reporter who wrote this, but that’s just bad work, and the editors should’ve caught it.

CSO SOL
[T]his is the ninth consecutive year the CSO has run an operating deficit.”
Is that worse than CPS?

Madigan Again
“For all the wailing about the unparalleled political power of House Speaker Michael Madigan, there’s a pretty simple explanation. It’s not only about the speaker’s grasp of the details of state government and politics after 50 years in Springfield (Madigan won his first election nearly a half-century ago on Nov. 18, 1969, as a delegate to the Illinois Constitutional Convention), it’s also about the money,” Tom Kacich writes for the Champaign News-Gazette.

The Chicago Democrat has easy access to lots of perfectly legal campaign funds – millions of dollars from what can only be described as much of the state’s, and the nation’s, political establishment.
The most recent quarterly report from the Friends of Michael J. Madigan political account shows that it had $7.1 million on hand. That’s twice as much as U.S. Sen. Dick Durbin has, or any Illinois congressman or any other state official, including wealthy Gov. J.B. Pritzker ($310,219 in his campaign fund).
Add to that $7.1 million another $700,000-plus that the Madigan account has reported since Oct. 1.
The 93 contributions come from the usual suspects – $3,000 from the Chicago Teachers Union, $100,000 from the Chicago Regional Council of Carpenters, $50,000 from the bricklayers union, and $25,000 from Citizens for Lou Lang, who was a former assistant to Madigan in the House . . .

Not All Candy Is Candy – At Least For Tax Purposes
In Illinois, for example, locals pay a higher state sales tax rate – 6.25% versus 1% – on Reese’s, gummi worms and Hershey’s milk chocolate bars than on Twix, Twizzlers and Hershey’s Cookies ‘n’ Creme bars.
